It is better that active members with reasonable post counts should be made moderators as most of the current moderators are not active.

The Moderators list on the Forums Home page would look daft (with lots of moderator names listed).

I think that New members, if they want to answer, always want to reply to a thread to which they know the answer no matter when the question is asked
