In the above, "YourServerName" is the network name of the box where you have reportserver installed. If that does not work, launch the Reporting Services Configuration Manager (it's under SQL Server 2008 -> Configuration Tools program group), connect to the server where you have ReportServer installed, and look under the Report Manager URL.
If you indeed meant report builder, once you connect to the Report Server (use Internet Explorer and not chrome or firefox), you can launch report builder from there.
Is SQL Server Reporting Services running? Start->Run->Services.msc, look for SQL Server Reporting Services, and verify that it is running. If it is, then connect using the configuration manager as I had described in my previous post.
