 Meaning of Error Level and State?

Using the following error as an example, what is a level and a state?

Msg 2760, Level 16, State 1, Line 3
The specified schema name "Person" either does not exist or you do not have permission to use it.

I have found a document mentioning various levels and states, but that pertains to SQL 2000. I am looking the same thing but for SQL Server Express. I am new to SQL so I want to make sure I am working with the most recent data.
