 Latency alert not firing.

Transactional replication latency alert is not firing. What could be the reason?

Latency is exceeding the threshold. "Performance cretical" is displayed in the Replication Monitor. But alert is not firing.

An alert named "Replication Warning: Transactional replication latency (Threshold: latency)" was already there in the distributor for error number 14161. I just selected "Notify operators" under response.

If I manually raise the error as follows, it sends email.
raiserror(14161,10,1, '0', '30', 'Testing')

I've the same scenario, Transactional replication in SQL Server 2005 with SP3 + HF 4266, the Replication Warning Latency Alert is not sending any notification when it meet or exceeds the defined threshold. Alert history shows 0 occurrences. Any help will be apprecaited.
