Thanks for your answer. I have looked in the KB but did not find anything that I could use.
1. My first attempt was to install SQL Server Express with advanced services, and in that detail log I noticed that Windows Installer was not correct.
2. Then I tried to re-install Windows Installer x64 version but I got an error message that it did not fit my computer.
I also have a SQL Server 2005 Compact Edition that I have tried to uninstall, and got a error message that there were system principles that prevented me from unintalling in spite of me beeing administrator.

Do I have to reinstall the operating system?

You can install the Express Edition or Developer Edition with no problem on Vista Home.
But you HAVE to add yourself in the window for authorities, because local administrator is not automatically added with Vista and later.

And add latest latest service pack before running.

In one of the installations windows/screens during installation, you have to click a button named "ADD" or similar, if you want to add the current user to the administrator group of SQL Server.
This was done automatically before, but since VISTA, this is not done automatically due to the higher security.

Do you also have Visual Studio installed?

To workaround this issue:
1. Go to Add/Remove Programs
2. Select Show updates
3. Remove VS Shell update KB945140
4. Install SQL BIDS

Used a Microsoft Support Incident to get to the bottom of this one.

Being a member of the Administrators group on install machine I assumed is was NOT a permissions problem.

Appears the installer was trying to read registry subkeys that had no access permissions at all (yep, not for Administrators Group, Creator/Owner, etc), or at least not any that could be seen. Solution was to find the failing subkeys in the install log and reset child key permissions.

As the keys could not be accessed had to take ownership of subkeys at the parent level.

Thanks
