Well.. we do that internally with our state Treasury office. Don't think that will apply for you. See if this link has any information that will help, or at least a human contact point.
Over this side of the pond it is commonplace - I don't think we pay anyone other than by central clearing house anymore, and I reckon that goes for most B2B companies; even my private stuff I mostly pay that way.
Is payment of bills possible online (i.e. using online banking) in USA? If so how do the banks do it? perhaps you could leverage whatever they are doing.
Most banks offer some kind of payment processing services, however they may not do credit cards, or they charge a lot to do them. Verisign used to handle credit cards but sold that business to PayPal. There are tons of other companies that do credit card processing too (caveat: I work for one of them) but I'm not sure if they handle non-card payments as well.

Well sign me up...send me a link, or an email...I got a company that would like this to happen...what % to the take?
We use an online payment system but I'm not sure the company has any bases on that side of the pond. Most of our payments are from locals though we do get the odd one from strange places like Oz
The payments are integrated into our online forms system. Any issues we have are invariably to do with the forms or our local IT messing about
