1. Right click on server name.
2. Select properties.
3. Select Permissions
4. Select user/group to whom you want to give permission.
5. In permission tab select view server state.

There's also the T-SQL...wait for it...
GRANT VIEW SERVER STATE TO myLogin
That seems familiar, where have I seen that before?
