I have two question in SQL Server 2008 web edition

1. Can I create and run jobs in SQl Server 2008 web edition?

2. Can I use sql server 2005 backup file to restore sql server 2008 web edition database?

Do you mean restore a v2005 file to v2008 (web services) then yes.
If the other way round then no.
