Is the SQL Service started? Is the SQL Server local or remote? Why are you using 127.0.0.1? More importantly, why are you using the sa account!? Yikes!

My billing rate is $120/hour, with a minimum of 8 hours.

If you want personal consulting (and connecting to your server counts), you'll need to pay for it. If you are interested, let me know.

If you want my help, mail me (you can do it via the forums) and give me the name of the company that I should address the proposal to and a description of what you want me to look at.

I should also clarify, that figure ($120/hour) was USD, is not negotiable and will need to be paid via wire transfer into a South African bank no later than 30 days after invoice date.

You've found the right place. We have more than enough knowledge to help you. But we need you to help us help you. We will not log into your system as that would require a contract. We can do this over the Internet, but it will take time due to the back and forth that will be needed.

How do you know how long it'll take when you don't know what's wrong with it?

Let's get back to my original questions as you've yet to answer them. The most important one is checking if SQL Server is even started. Go to the database server's services applet in Control Panel and verify the service's state. Let us know.

Why would using an older version help with this issue?

Sorry, you haven't posted anything that will help us help you. Please see my post regarding the SQL Server service. Let's start there.
