One of my logins can not see the sql server agent in his left-hand tree. What controls this?

Sounds like he has SQL Server Express tools installed. Have him install a non-Express version.

we have 2 sql servers and he accesses both from his desktop. One one instance, he can see (and access) the job agent. He can not see it on the other instance. I have given him the exact same rights to both. Sorry I did not go into more detail initially.

THe question Tara wsa asking is whether both the servers are non-express editions (and whether they have SQL Agent installed). If they do have SQL Agents, and your user cannot see one and can see the other, it is an issue relating to permissions. i figured it out. He had not logged out/in since I gave him sysadmin rights. Thanks to all.
