I have only user access to SQL Server which is installed in my own laptop.

I executed a command named "SHUTDOWN", then a service named "SQL Server(SQLSERVER2008)" and a service named "SQL Server Agent(SQLSERVER2008)" which is dependent on the before service are stopped.
I checked these services status in SQL Server Configuration Manager.

When i tried to start the services, the services are not getting started.

Do i need admin permissions to do this?

whats the error raised when you tried to start services?

When i right click on the service and clicked option "start", the process is starting and reaching till the end.
But my requested option is not completed. and resulting an error
"Request failed or the service did not respond on a timely fashion."
