 No service in service manager

I use windows xp sp2
and sql personal edition+sp3
I can connect databases from enterprise manager but i can access to query analizer.
error is like "access denied or doest exists"
how can i fix that problem and open the query analizer to write codes?

Look in Enterprise Manager. How is the registration setup? Specifically, what is the server/instance name and what account or authentication method is being used to connect?

registration setup is
sa with password i dont use windows auth.
server name is MCP/Bilen
instance is bilen
but why there is no service on service manager=?
