Are you doing a DTS to a different server, not just a different database? I have had this sort of error message popup when a user who was granted rights had not been created on the destination server.

Probably you are transferring permissions/user owned objects.
The server holds users and logins as IDs. A user in a database is mapped to a login ID, an object permission/owner is mapped to a user ID. When you transfer objects the transfer will try to transfer the object and map it to the relevant ID. Sounds like you are transferring an object which is referrencing a user/group which doesn't exist in the destination.

Cursors are useful if you don't know sql.
