Can I set character code to US7ASCII in ms access 2010 pro (triditional chinese version)?

I have a oracle 8i database which is using US7ASCII character code to store chinese character as binary in the database.

The front end application is power builder 5, and now decided to terminated.

I am tring to use ms access to link (using external link method) to the oracle database and provide simple query function to user to get the data from database.

Now, the data in english can display correct. However, the chinese character become unreable.

I haved tried to set the windows environment variable nls_lang=american_america.us7ascii and also registry (reboot the pc already)
but in vain.

I have googled but still in vain. I will be very appliciate if someone can give me hints.

I also tried to write a vba code and select the chinese field, it can display correctly.
