SELECT a.id
FROM (SELECT TOP 2 id
FROM table1
ORDER by id desc) a
WHERE a.id NOT IN (SELECT max(id) from table1)

OR

SELECT TOP 1 a.id
FROM table1 a
WHERE a.id NOT IN (SELECT max(id) from table1)
ORDER by id desc
