Is there a way to know the user that updated last in the table or a particular column.

you need to add a trigger to your table and update a column after any update or INSERT to store information such as this.

As per my knowledge there is no system table which gives you the information regarding who inserted or updated the information in a table for this you will have to write your own logic.
