What's the effect of having an ID field in a table that is being used for a large amount of data import? Does it optimize the process?

Do you mean having another column for identity purposes? If all the table is doing
is getting import data and you are not querying it for data, I would not use an id column, but rather
leave it as a heap table. (Based on what I learned on an indexing webcast)

Also, does the ID field have an index? Is this an existing table or process?

You need to do some reading in Books Online and some experimenting.
