Is there a way to limit the number of logons by user?
If so how?

Get a ruler and smack the users in the hand when they exceed your specified limits. They'll learn not to have too many connections open.

I don't know of a way by user. You can limit it to a # of connections but one user could use all of those connections.

Control through an application. You can track computer addresses and figure it out if you are really that interested in it. Do you mean logins or connections?
