That's a loaded, text-book question. Is this for real life or for an exam? The reason why I say it's a loaded question is simple. Your .NET app or even your stored procs/ddl could be designed very poorly and you wouldn't see the results that you would generally expect out of a given set of hardware for a server. If I were you, I'd hire a consultant to come in and evaluate your application and make recommendations on your hardware for your new SQL Server.
