 Can SQL Server normalize my tables automatically

My teacher said that SQL Server can normalize any table to NF3 automatically, but I haven't found it yet. Is my teacher wrong?
And how to describe funtional dependencies in SQL Server ?
(I'm not good at English)

With a funtional dependency like " A -> B,C " or " Emp_ID -> Emp_name, Emp_age "
Can I describe it in SQL Server ?

OK, so SQL Server will pick the primary key, remove repeating groups, remove partial dependencies, remove transitive dependencies, and produce a DB in 3NF?

Most developers can’t seen to create a DB in 3NF, so I am a bit skeptical of that.
