You may need CPU licensing, just depends. Could you describe your environment?

I tracked number of login account for one ASP.NET which was connected to a SQL server, the number is about 200.

But what's the maximum number? Can the maximum even be counted, meaning will you always know that it will never go over a certain amount? And how many CPUs do you have?

Max is about 160. Only one CPU

You should compare the cost of 160 client licenses with 1 CPU license. It is more cost effective for us to go with CPU licensing even though we need to license multiple CPUs.
