How can you create a DTS in 2005 or has it been replaced with something new?

It's been replaces with SSIS.

However you can run your old DTS packages without converting them into SSIS.
Just install SQL Server 2005 compatibility pack.

You can create SSIS packages from SQL Business Intelligence Development Studio (BIDS). You need to install it while installing SQL Server (select reporting services, integration services, analysis services option). Inside BIDS, you need to start an integration services project and then it will provide you with blank SSIS package.
