Hello.

I need to grant permissions to specific scalar function in specific database.
How Can I deny execution from everyone except 3 specific users / logins?

GRANT EXECUTE ON OBJECT::[FN_NAME] TO TESTUSER
DENY EXECUTE ON OBJECT ::[FN_NAME] TO GUESTUSER;
