I have created a table with 2 primary key(because I have no other choice in my application)so when they are both together each record can be unique.

but it saves records with same values(I mean it stores records
Although the 2 primary key values are same)

where does the problem lie?

Note that you have used composite primary key it means the combination is unique
The following are valid

col1 col2
1 1
1 2
2 1
2 2
