My new manager is asking me to use rule based approach to clean, transform and load data... Can anyone direct me to a good tutorial for that or can tell me about their experience and expertise in the topic please.... thanks.

Sounds like your manager has been talking to an ETL product vendor or has read a magazine article.

Every ETL product on the market claims to be "rules based".
