Are there any scenarios where an un-commited transaction would block further queries?

Yes.
Any updates done in that transaction will hold locks and prevent other connections from accessing the data.

Or do you mean on the same spid? I've heard of some reports about that but it shouldn't happen.

Cursors are useful if you don't know sql.
DTS can be used in a similar way.
