Hi - I'm a Sybase DBA wanting to have a look at MS SQL Server. Is there a developer edition out there that can be downloaded?

Yes, but you have to purchase it. If you want a free version, then you could use SQL Express.

I believe Developer Edition costs 49 bucks. SQL Express is not fully functional. For the features of either, please check the SQL Server site: http://www.microsoft.com/sql
