can I have sql server create a bat file without using xp_cmdshell?

for creating the batch file you dont require to use xp_cmdshell.. for running them you require to it..

you can also you sqlcmd from your command prompt to run batch files.

i wanna crate a batch file that has a bcp command in it. can i do that?

You can't create a file without xp_cmdshell.
