 Permission issue with Report Manager

I have generated some reports on computer A as steveha, this is where SQL and Server is also. When logon to PC A as steveha I can see report manager and run reports. I then go to PC B on the domain and logon as either steveha or as our administator and I can see the report manager web page and reports. I then log off B and logon B as tester and I can see the report manager web page from PC B running on PC A but no reports. Tester is set as user and administrator on PC A? What permissions do I need to change in Windows, IIS or SQL Server?
User tester has a Windows logon, added tester to administrators group, added tester role in Report Manager, added tester under reportserver and reports permissions in IIS. Still not seeing folders that contain reports in REport Manager?
