 Change field length

I have a select that I call from Excel that pulls in rates for orders and I need to change the output to send to a customer. Is there a way I can change the field length of my_rate len 5,4
now #.####
change to len 8,6
show ########
with no decimal sign

Huh?
Make a calculated column which multiplies the my_rate value 10,000 times.
Or cast the column value on the fly in your query.
