This is my table data

EmpId EmpName
row1 101 suresh
row2 102 kumar
row3 103 dilip
row4 151 sandeep
row5 161 kiran

Now I need to retrieve data for a particular row number
like row1 or row2

if it is basis on ur empid then ,,,,,
just select top 2 from urtable order by empid

or u can also do this..
with ashish as(
select *,row_number () over(order by empid) as RN from urtable
)
select from ashish where RN < 3

May BE like This..
