 No option to create maintenance plan

Using SQL server 2005 32 bit standard edition 32 bit.

When I right click on Management -> Maintenance plan the only option i get is refresh. There is no option to create New. This is on a site that was not installed by me.

I read on internet pre SP2 you need SSIS. So I installed SP2 and restarted (9.0.3042) but still cannot add new maintenance plan. I set sql server agent to autostart but it is also not showing in management studio.

Found problem. SQL server 2005 express was used instead of sql server 2005 client tools to connect to database engine that is 2005 standard.
