1.if i backup log, is backup uncomitted transaction?
2. if yes then
if my last backup log have a uncommited transaction, can i
restore it?

6:00 full backup
7:00 log backup
8:00 log back up (have uncomiitted backup)
8:49 i have distaster.

can i restore the last backup with uncomitted transaction?

Uncommitted Transaction will rollback.You can't restore it.
You can use
Backup log with No_Truncate 

to get latest committed Transaction(Assuming Database is online) and Restore all Logs along with Full.

do you mean "Backup log with No_Truncate"
it is same Back up the tail of the log, and leave the database in the restoring state?

if not wht i need this option?

Kinda. That option actually translated (if I recall) into this statement
BACKUP LOG ... WITH no_truncate, norecovery
