I've never heard of that terminology. Where did you hear it?

As far as I know L1 , L2, L3 and L4 support is not specific to SQL DBA. It is just a terminology used in support world. L1 means support personnel with less technical experience and L4 support who has more technical knowledge or SME.

L Mean Level. As Kumarich1 explained, most of the offshore companies (Example: India) using the technical people like this.
Example: If L1 not able to resolve the issue during the specified time, the issue escalating to L2 ... L3 .... L4. Some times, the issues assigned directly yo Groups (l1, l2, l3 ,l4) depends on how critical the issue is and how priority issue is etc factors.

I'm sick of getting an L1 person on my MS PSS cases. I escalate to a higher level within about 30 minutes. If my issue could be resolved by an L1 person, then I'd be able to resolve it on my own.
