 ASP.NET only for Visual Web Developer 2008?

So if I use Visual Web Developer 2008 does that mean I have to use ASP.net (that's like a Microsoft thing isn't it, like Microsoft's answer to PHP).

There's so much acronyms and stuff. Can someone clarify for me, if I am using Microsoft Visual Web Developer am I basically agreeing to create my websites in ASP.net?

I am learning SQL.

yes.

But php like classic ASP is a scripting language

.net is a framework

visual web developer is the free version of visual studio, the same way MSSQL Express is the free version of MSSQL SERVER
