Database tuning will assist on enhancing database performance . Depending on the nature of the problems and how effectively techniques are applied performance should improve.
There are many books\articles\videos that cover this topic

I should also mention : the topic can cover everything from network through to data types , with everything in between , such as design , hardware, operating system etc

It depends how good of a tuner you are. If you aren't experienced, then perhaps you'll make the performance worse by unnecessarily indexing everything.
