 what is the meaning of this error message?

Hi, I installed SQL Server 2005 Express Edition on a laptop running Windows XP SP3, and I use an app on Framework .NET to access the SQL Server database on our company's server.
Usually things work just fine, but recently I can't launch the app anymore and receive this error message:

What is that mean? Can someone help? Thanks!

is the sql server instance running?
what do you see in the sql error log that may provide a clue to the connection issue?
