it seem that master tries to start user database from the old drive which is not availabe on the new server and hence fail
can you please help me to solve this"

You can try to start the MSSQL Service with the -f flag, and then go in and drop the offending database(s). Restoring master from server to server is not recommended, and you are unfortunately finding out why.

If the both server has same path to store the data, the restoring master should be ok. In your case, you didn't have 'e:\Program Files\Microsoft SQL Server\MSSQL\data\TRAActivePlannerPub_Data.MD' path.
