If I fail to login as the system administrator (or other user), it doesn't show up in the system event log. (or am I missing it somehow?).

Where does SQL log the login failure?

Its in the SQL log, but only if you have "Log failed logins" turned on [you can log "Successful Logins" too if you like)

As in EM, Server Properties, Security tab, Audit Level, Failure?

Yup (or All) ... if its a web server then our solution was to move SQL to a non-standard port. Havn't had any failed SA logins since.
