Does Reporting Services have controls to support paging recordset results?

Ahh controls, that would be a no no, paging the recordset is more of an application job in this case.

Hmmm... could I embed a Reporting Services report inside a .NET web page to get the desired effect?

Yes you can, remember RS is simply a control in itself, in fact the desired output of a rs report (which is really all just XML with a datasource) can be set inside of an asp.net page and you can control the behavior of that page using code.

It can be tricky but definately possible. What are you looking to page? Like is all you are looking for is to display x amount of rows or details per page ? If so we can possible give you a hand :).

I'm daydreaming at the moment. Trying to decide which fork in the road I want to take.
