Gus writes "Example,

(1) database server with (5) admins have enterprise manager loaded on there laptops for adminsitering the boxes.

Do we need to purchase the enterprise manager license for each of the users? What is the cost and how do I confirm this?

Thanks"

It depends on the type of licenses you have. A CPU or server-based license would only require licenses for the server, not the client computers. CAL licensing would require a license for each user that would connect. You need to talk to your admin and/or software vendor to find out which type of license you purchased (if you already purchased) and the cost.
