MS SQL Server only runs on Windows platforms, so if you can only use a Linux server, you won't be able to run SQL Server on it.

If you are going to use SQL Server, I recommend that you get the SQL Server Developer Edition. It costs about $50 US. It has all the SQL Server functions needed for development and management and it will run on a desktop version of windows, like Windows XP. It is not licensed for a production deployment, so you would have to deploy your application later on a server version or use the Express version.
