MSDE is a lightweight version of SQL Server (in fact it is just a database engine). It was designed to support limited workload and hence, it introduced query (or workload) governer to limit concurrent connections. Other editions of SQL Server doesn't require this limitation, hence they don't have query governer.

In fact, query governer was kicked off from SQL Express also which is next version of MSDE.
