Can you tell me what the below expression mean?

=iif(RunningValue(FormatDateTime(Fields!COLLECTED_DTTM.Value,2) & Fields!ORDER_NUMBER.Value,CountDistinct,Nothing) Mod 2, "White", "Yellow")
