We are using sql server 2000. I checked the sql server logs and noticed that everytime a user logs into sql an error log gets created stating, "starting up database 'CORT'". This db has nothing to do with users logging in as far as I can tell. What can check to find out what's causing this error log?

is that the LOG, or the error log

If it is not an error message, don't sweat it---this happens.

I'm looking in EM in the Management folder under Sql Server Logs and when I right click on the message and choose properties it says "Sql Server Error Log Messages starting up database 'CORT'". Is it really an error?

No, nothing to worry about. I had the same question years ago when I noticed that kind of thing...seemed the log was full of it every time I logged into EM.
