i have daily new 10,000 records(row) and 8000 old record updated . should i have reindex on daily basic

If you have time to do it then it probably won't hurt.

I would suggest you focus on indices that have a certain level of logical fragmentation , for example , greater than 10. But this will depend on your app.
Set the reindexing as a scheduled job , when it is quiet.
