This workaround is only working if you are using a microsoft mouse with downloaded driver "Microsoft Serial Mouse 5.1.2600.0"

Some of that ancient obsolete software like Excel 97 did have "issues". Not to be a wet blanket but the problem discussed in the kb article isn't a mouse problem, but describes a workaround for the problem if you're using a particular mouse driver. The article makes sense to me, apparently that particular mouse driver kept some other routine in Excel or MS Query from hanging, the motion kept some interrupt happening that kept the problem from occuring.
